The U.S. Film and Television Production Coalition was announced this week with PGA as a charter member of this effort to secure passage of a federal production incentive. All together, the coalition includes unions, guilds and associations – including DGA, IATSE, MPA, Teamsters, SAG-AFTRA and the Writers Guild – representing nearly 400,000 professionals.

PGA has long advocated for a stackable federal tax incentive, and with 65 other countries offering production incentives at the national level, the U.S. cannot move fast enough. As shared by the Coalition, PGA believes “it is critical to the future of American production that we enact a stackable federal tax incentive.”

PGA and the Coalition made that case in a letter to the leadership of the Senate Finance and House Ways & Means committees, which read in part, “While many U.S. states offer attractive programs, the absence of a federal production incentive often leaves American locations at a disadvantage when competing against other countries with generous national incentives or whose national and regional incentives can be stacked. A federal incentive would not replace successful state programs; rather, it would complement them and allow the United States to compete more effectively for globally mobile productions.”

Congressmembers Brian Jack (R-GA) and Laura Friedman (D-CA) took part in the coalition announcement, and subsequently announced the creation of the bipartisan Congressional Production Caucus, along with Congressmembers Nathaniel Moran (R-TX), Linda Sánchez (D-CA), Nicole Malliotakis (R-NY), and Tom Suozzi (D-NY). PGA noted that the caucus would “be essential to a stronger future for this all American industry, which creates good jobs coast-to-coast and shares our nation’s values with the world.”
